Obama talked specifically about a freeze on government spending, to recover a particular $1 trillion. Questi?

although it is not expected to take place until next year, and also there was no reference to what types of programs would be affected, I noticed that Obama talked specifically tonight about instituting a freeze on government spending to recover a particular deficit of $1 trillion, which I assume he is referring to money that was lost in 2009. I am also aware, however, that the US is currently in debt to the tune of $12 trillion, which I seriously doubt could have occured so quickly without the 2009 deficit having been more than the $1 trillion the president talked about, even with the debt Bush left us with. Likewise, Obama did not make any particular reference, or even seem to acknowledge the other $11 trillion we would still owe even if we were to pay off what he seems to refer to as a $1 trillion deficit for fiscal year 2009, not to mention the fact that that money cannot even hope to be recovered according to Obama until next year, by which time our debt will most certainly have increased if, as Obama says the recovery will be possible in light of an improved economy by that time [he claims that it is necessary to spend money to improve the economy, which will therefore create a deficit for 2010 and add to our $12 debt].
My question is what does Obama hope to achieve by simply potentially recovering a deficit of $1 trillion that was lost in 2009, when this recovery will not even be possible until 2011 [IF then] and doesn’t even take into consideration the deficit for 2010? If it will take him that long just to hope to recover $1 trillion, then I just wonder if the US will EVER get out of debt completely…or will will just attempt to recover $1 trillion here and another there, which at best will only keep us where we are at any given point in time and never actually result in a decrease of what we owe. I also wonder [why] if countries from which we have [been] borrowing continue to lend to us and not expect us to repay in spite of ths trend and despite what we owe currently.
he hopes to achieve nothing.
